The Congressional Frank is not valid for mail going outside the boundaries of the United States, except to APO, FPO and mail for U.S. Embassies via the Diplomatic Pouch. International Mail must bear the correct postage. The cost of stamps for offical mail directed to addresses in foreign countries is voucherable as an office expense.
