DELIVERY FEE POLICIES AND PROCEDURE
| Individuals and organizations sending mail in bulk quantities for delivery to House offices can pay a delivery fee directly to the House of Representatives, at a substantial discount from the cost of First Class Postage. The rules of the House require either postage or payment of the delivery fee for all mail delivered by the Office of Postal Operations. |
| The delivery fee for addressed material that weighs less than 3.5 ounces is $0.13 per piece. The delivery fee for unaddressed material that weighs less than 3.5 ounces is $0.10 per piece. For material that weighs more than 3.5 ounces refer to the accompanying chart. All delivery fee mailings require written cover letters to include instructions and contact persons. |

| Payment of the delivery fee is required upon receipt of the mailing and is to be made by check or money order payable to the United States Treasury. |
| Agencies and entities of the United States Government, organizations required by statute to report to Congress, and official agencies of the State Governments are exempt from the bulk delivery fee requirement. |
