| Individuals and organizations sending mail in bulk quantities for delivery to House offices or individuals can pay a delivery fee directly to the House of Representatives, at a substantial discount from the cost of First Class Postage. The rules of the House require either postage or payment of the delivery fee for all bulk mail delivered by the Office of Postal Operations.Agencies and entities of the United States Government, organizations required by statute to report to Congress, and official agencies of the State Governments are exempt from the bulk delivery fee requirement. |
Unaddressed Bulk mailings must be
accompanied by a letter of delivery instructions(i.e. one
letter to each Member) to qualify for the House Bulk
Delivery Fee. Unaddressed letters can only be sorted to;
Mail addressed to any other grouping of Members must be individually addressed. |
| Bulk mailings can be held, pending payment of delivery fee, or proof of payment of postage, for up to 15 working days. If payment of delivery fee, or confirmation of payment of postage is not received mailing will be returned to the sender. |

| The delivery fee for addressed material that weighs less than 3.5 ounces is $0.13 per piece. The delivery fee for unaddressed material that weighs less than 3.5 ounces is $0.10 per piece. For material that weighs more than 3.5 ounces refer to the accompanying chart. All delivery fee mailings require written cover letters to include instructions and contact persons. |
