Leadership and House Operations


Both the majority and minority choose Members of their respective parties as Leaders. The House Leadership meets with the Executive Branch at various times and determines both legislative and administrative procedures for the entire House of Representatives. Leadership is chosen during the transition to the new Congress. The Architect of the Capitol provides a wide range of services to help Members of the House, their staffs, and committees in matters affecting their physical environment on Capitol Hill. Normal business hours are 8:30 a.m. to 5:00 p.m., Monday through Friday, (202) 228-1793. The 24-hour emergency contact number is (202) 225-4141.

The Office of the Attending Physician has locations in several congressional office buildings throughout the Capitol. Routine hours are from 9:00 a.m. to 5:00 p.m., Monday through Friday, (202) 225-5421. The office provides emergency evaluation and treatment and coordination with emergency medical personnel regarding transport from site of injury . Other services include basic First Aid, medical referral, influenza shots, allergy shots, CPR training, and screening and primary support for job related injuries.

The Chief Administrative Officer is responsible for the day-to-day administrative services throughout the House. This includes everything from office furnishings, finance, printing services, and human resources to official photographs, videoconferencing and radio and television interviews. The Clerk of the House is responsible for all legislative and floor activities of the House, as well as the Page Program. The offices under the Clerk are the Legislative Computer Systems, Legislative Resource Center, Legislative Information, Official Reporters, Legislative Operations, General Counsel, Service Group, and the House Employment Counsel. The Office of the Sergeant At Arms is in Room H-124, The Capitol, (202) 225-2456. This office is responsible for all security matters including the Capitol Police, ID cards for Members and staff, access to the House floor and public access to the Capitol.
