OFFICE OF PHOTOGRAPHY

The House Office of Photography is located in room B-302 in the Rayburn House Office Building. Operated by the Chief Administrative Officer of the House, photographic services are for the extensive use of sitting Members of the House of Representatives for distribution to constituents, the public and press.

The Office of Photography also has a Professional quality photographic studio located in room B-313 in the Rayburn House Office Building. The Studio is equipped to provide professional quality studio photographs of sitting Members of the House of Representatives. All studio Photographs are for the Official distribution of the Members to their constituents, the public and press.

In addition to the studio photography performed by the office, the office performs photographic services for sitting Members as they perform their Official Representational duties with their constituents, in Committee Hearings, and attending Press Conferences. The staff of photographers will provide photographic services in the Members office, in the Recording Studio, on the Capitol Steps, in Committee Hearing rooms or other locations as requested by the Member on the Hill Campus. In general, the Office of Photography offers all possible photographic services as they relate to their official and representational duties.

Using Members are billed once a month through the office’s centralized payment procedure. While Member office’s receive copies of vouchers they are informational only, the office sends the operative copy to the Office of Finance so that charges may be assessed directly against the Members Representational Allowance. Personal checks and third party checks may be offered for payment if the check has been made out to the U.S. Treasury, campaign checks are strictly prohibited. In general, the office must:

Operate, maintain and staff the Photographic studio, the Photographic office and the Photographic lab located in the Office of Photography, used for Official purposes, to be utilized for photographing and printing , to include:
1) Studio space for studio portraits
2) Laboratory space with film developing and print producing equipment
3) Capability to develop and produce regular sized prints, enlargements, slides, copy negatives and passport photographs
4) Qualified staff to provide no down time for pm repair, and pm maintenance of equipment
5) On request photographic production

The Office of Photography provides photographic services to Members of Congress in the performance of their duties. Services are provided upon request, by appointment only, and are limited to photographs that include the requesting Member. The location of the photograph is usually in the House Office Buildings or the Capitol; other locations can be accommodated by speaking with the Director. Services provided include: portrait photography; candid photography; news photography; passport and visa photos for official travel; and documentation of special events of the Congress.

DELIVERY TIME

How fast can we get that picture?

This office is usually able to supply the photographs when they are needed. Normal turnaround time is two to three days.

PAYMENT OF PICTURES

How do I pay for the pictures?

Payment is made with a voucher signed by the Member authorizing payment. Individual checks or money orders are accepted. Checks are made payable to the U.S. Treasury.

REORDERS

How do we reorder pictures?

Photocopy and date the photo you need. Include this with the photographic voucher (call x52840, we will send you some) completed and signed by the Member, and mail or hand deliver to the Office of Photography, B-302 Rayburn House Office Building.

Can we reorder pictures by phone?

No, the order must be attached to the voucher and mailed or hand delivered.

SPECIAL ORDERS

How do I arrange for special orders such as a rush delivery of photos or an unusual picture request?

Contact the Director to make arrangements, 225-2840. More rapid photograph delivery can be coordinated before the picture is taken
