MISSION STATEMENT

The Office of Policy and Administration is responsible for coordinating human resource requirements for all CAO offices, serves as a resource for all House offices on operational matters pertaining to human resources, and supports the overall administrative needs of offices under the Associate Administrator for Human Resources.


OBJECTIVES

Provide advice to, and coordinate with, all CAO and other House offices on issues pertaining to human resources.

Define and ensure the proper implementation of current House personnel policies within the CAO operation.

Work with the Committee on House Oversight and relevant other House and CAO offices on revising the personnel rules, regulations and guidelines applicable for administrative House positions and employees.

Ensure the effective implementation of position management for all CAO offices including the use of position descriptions, employee performance plans, and employee evaluations.

Prepare all CAO human resources' documents for action by the Committee on House Oversight.

Coordinate the activities involved in the hiring and termination of CAO employees including employee check-in, orientation, and check-out processes.

Provide a job applicant resume referral service available to all House offices.

Coordinate with the CAO Administrative Counsel's Office on human resource issues of a legal nature including the adherence to employment law requirements and establishing a grievance process for employees within the CAO operation.

Serve as one of the resources available to all House offices including House Member offices, committee offices, and support offices concerning human resources issues.

Serve as a liaison to other non-legislative offices with regard to human resource issues.

Support and coordinate the overall administrative needs of all offices under the Associate




Administrator for Human Resources including office budget reviews and tracking, personnel requirements, equipment and supply inventories, and systems upgrades.

Provide training and professional development resources for the policy and administration staff for their continued skill enhancement.
